  In 2009, in order to accelerate the reform of investment and financing system, the municipal party’s committee and municipal people’s government decided to further optimize and integrate the asset resource of public infrastructure with Changsha Urban Investment Co., Ltd. established in 1998, and incorporated Changsha Urban Investment Group, which was formally established in December 2010. As of the end of September 2014, the Group had had a registered capital of RMB 5 billion, total assets of RMB 104.9 billion, net assets of RMB 44.2 billion and RMB 60.7 billion debt. The Group mainly assumes the financing, investment, construction, operation and management of urban public infrastructure projects as well as the class-A land consolidation and reservation, and takes charge of the operation and management of state-owned assets within the authorized range. Currently, the Group has 30 wholly-owned, holding and share-holding subsidiaries.
  In March 2013, according to the provincial and municipal leaders’ requirements, for the construction of Changsha International Convention and Exhibition Center, the Urban Investment Group set up a wholly-owned subsidiary – Changsha Urban Investment International Convention and Exhibition Center Investment Development Co., Ltd. which shall take charge of the development of a land of about 4,000mu in Huangxing area.
  In 2014, to introduce social capital for the construction of the venue, Changsha Urban Investment International Convention and Exhibition Center Investment Development Co., Ltd., Hunan Sanxiang Group Co., Ltd. and Lujiazui Zhimao Investment Co., Ltd. contributed RMB 300 million, RMB 200 million and RMB 200 million respectively to incorporate Hunan Changsha Convention and Exhibition Center Investment Co., Ltd. respectively, which would take charge of the construction and operation of the Center as well as the development of the surrounding land of about 2,000mu.
